Since 1885, the Town of Carlisle, Massachusetts has endeavored to recognize and honor
our citizens who gave of themselves to fight for the freedoms that we all enjoy.
Their willingness to make sacrifices deserve to be noted for future generations.

Each Memorial Day, we salute them, we honor them, we thank them.
And now, here, you too can read the Roll Calls of our past and present wars
and view the Memorials that our Town has erected in their honor.

REVOLUTIONARY WAR MEMORIAL

The Revolutionary War Memorial is placed to the left of the main entrance of the First Religious Society across from the Town Common. Mounted on a large fieldstone are the names of 16 Carlisle residents who marched to Concord's North Bridge on the morning of April 19, 1775.

20th CENTURY and BEYOND MEMORIAL

Carlisle Veteran's Memorial Site Plan

The previous Carlisle Honor Roll/Memorial was located at the School Street corner of the Town Common in our village center. The new Honor Roll Memorial provides due recognition to those Carlisle residents who served in the U.S. military during the 20th century and beyond, and in some cases paid the ultimate sacrifice and gave their lives.

These three drawings depict the location and appearance of the new memorial. The bottom left drawing is oriented north towards the traffic rotary in the town center.

Previously located at the edge of the Town Common at the corner of School Street were two wooden structures entitled "Honor Roll - In Hope of Peace Serving God & Country". The 198 names listed were those who were called to duty for WWI, WWII, Korea & Vietnam and Post Vietnam while they were residents of the town. Honor Roll Veteran names last updated on 24 March 2008. Many of the veterans listed are still with us today.

THE NEW HONOR ROLL IS COMPLETED

The new Honor Roll Memorial provides due recognition to those Carlisle residents who served in the U.S. military during the 20th century and beyond, and in some cases paid the ultimate sacrifice and gave their lives. The previous bulletin board-type structures were in serious disrepair and were confusing in their listing of the Carlisle veterans of the various war periods.

In the fall of 2007, the Carlisle Honor Roll Committee (HRC) was appointed by the Board of Selectmen to upgrade the current Town Common Honor Roll site. The intent of the new Honor Roll is to clearly differentiate which veterans served during which era and to provide a more permanent and dignified space on the Town Common where people can safely visit and contemplate the sacrifices made by the men and women of Carlisle in service of their Country.

Honor Roll Committee

Doug Stevenson, Chair
Alan Carpenito
Larry Bearfield
Ned Berube, US Army Veteran
Alan Cameron, US Navy Veteran
Greg Fairbank, US Army

Architect/Designers Levi+Wong, Concord

HRC Committee Objectives

  • Establish guidelines for inclusion on the Honor Roll (COMPLETED)
  • Conduct an outreach to seek out those veterans who deserve to be included (COMPLETED)
To date nearly 200 new names will be added
  • Develop a "virtual veteran's memorial" website that includes all veteran's memorials in Carlisle (COMPLETED)
(Note: this website will be utilized as part of the HRC's communications with our community)
  • Establish design criteria, RFQ (Request for Qualifications) and selection process for a designer (COMPLETED)
  • Oversee construction process (COMPLETED)

New Honor Roll Design Objectives

  • Reflect the character, history and fabric of our colonial era town
  • Provide a more dignified and permanent memorial
  • Fully integrate it in with the Town Common
  • Project a sense of respect, repose and reverence
  • Provide ease of access with handicap accessibility
  • Design with enough space to allow for appropriate ceremonies
  • Clearly differentiate which veterans served in which era
  • Identify which veterans were killed in action
  • Durable materials to provide an enduring message in perpetuity
  • Easy maintenance and upkeep

Funding

On March 17, 2008, the HRC received approvals by the CPC for their request for $15,000 in project design fees and $83,000 for site work, construction, materials such as stones, bronze markers, etc. and site landscaping. It is anticipated that, although not part of the Honor Roll project, the HRC will utilize on-site equipment to grade out an area around the Common flagpole to create a more suitable site for ceremonies. Funding was subsequently approved at Town Meeting on May 5, 2008. Any funds not used will revert back to the CPA fund.

Community Preservation Act

The HRC applied for funding through the Community Preservation Act. The CPA was established by the State and adopted at Town Meeting in 2001. All real estate transactions conducted since then are assessed a 2% surcharge which is placed into the CPA. Carlisle currently receives an additional 2% from the State and to date has received over $1M. The funds are designed for Town-related projects that would not ordinarily be part of the regular Town budget. A Carlisle Community Preservation Committee (CPC) appointed by the Board of Selectmen, solicits proposals from Town entities for project funding. All CPC-approved projects must then be approved by a majority at Town Meeting. If approved, projects are still required to adhere to all Town By-laws dictating public meetings and approvals by appropriate Town Boards & Commissions.
