Since 1885, the Town of Carlisle, Massachusetts has endeavored to recognize and honor
our citizens who gave of themselves to fight for the freedoms that we all enjoy.
Their willingness to make sacrifices deserve to be noted for future generations.
Each Memorial Day, we salute them, we honor them, we thank them.
And now, here, you too can read the Roll Calls of our past and present wars
and view the Memorials that our Town has erected in their honor.

A NEW HONOR ROLL IS UNDERWAY
|
The Carlisle Honor Roll/Memorial currently resides at the School Street corner of the Town Common in our village center. The purpose of the Honor Roll Memorial is to provide due recognition to those Carlisle residents who served in the U.S. military during the 20th century and beyond, and in some cases paid the ultimate sacrifice and gave their lives. The current bulletin board-type structures are in serious disrepair and are confusing in their listing of the Carlisle veterans of the various war periods.
In the fall of 2007, the Carlisle Honor Roll Committee (HRC) was appointed by the Board of Selectmen to upgrade the current Town Common Honor Roll site. The intent of the new Honor Roll is to clearly differentiate which veterans served during which era and to provide a more permanent and dignified space on the Town Common where people can safely visit and contemplate the sacrifices made by the men and women of Carlisle in service of their Country.
Honor Roll Committee
Doug Stevenson, Chair
Alan Carpenito
Larry Bearfield
Ned Berube, US Army Veteran
Alan Cameron, US Navy Veteran
Greg Fairbank, US Army
Architect/Designers Selection Advisors
Chip Dewing
Geoff Freeman
(The Committee's regularly scheduled meetings are the 1st & 3rd Thursdays, 7:30pm @ Town Hall. The public is invited to attend)
HRC Committee Objectives
- Establish guidelines for inclusion on the Honor Roll (COMPLETED)
- Conduct an outreach to seek out those veterans who deserve to be included -
(ONGOING - to date nearly 20 new names will be added)
- Utilize Community Preservation Act funds which are earmarked for projects of this nature -
(COMPLETED - but need May 5 Town Meeting approval)
- Develop a "virtual veteran's memorial" website that includes all veteran's memorials in Carlisle (COMPLETED)
- Establish design criteria, RFQ (Request for Qualifications) and selection process for a designer (COMPLETED)
|
Oversee design process - meet with Town boards, committees, commissions and residents with new Honor Roll design (Note: this website will be utilized as part of the HRC's communications with our community)
Oversee construction process
Dedication Memorial Day, May 25, 2009 (Contingent on funding approval at Town Meeting)
New Honor Roll Design Objectives
- Reflect the character, history and fabric of our colonial era town
- Provide a more dignified and permanent memorial
- Fully integrate it in with the Town Common
- Project a sense of respect, repose and reverence
- Provide ease of access with handicap accessibility
- Design with enough space to allow for appropriate ceremonies
- Clearly differentiate which veterans served in which era
- Identify which veterans were KIA (Killed in Action)
- Durable materials to provide an enduring message in perpetuity
- Easy maintenance and upkeep
(NOTE: It is anticipated that, although not part of the Honor Roll project, the HRC will utilize on-site equipment to grade out an area around the Common flagpole to create a more suitable site for ceremonies.)
Project Timeline (contingent upon funding approval @ Town Meeting, May 5th)
| April 7, 2008 | RFQ release to architects/designers (COMPLETED) |
| May 5, 2008 @ 3pm | RFQ deadline |
| May 29, 2008 | Architect/designer announced |
| June 12, 2008 | Design proposal(s) presented to HRC |
| Summer/Fall 2008 | Design development & permitting |
| Winter/Spring 2009 | Site prep & installation |
| May 25, 2009 (Memorial Day) | Honor Roll Memorial Dedication |
|

Funding
On March 17, 2008, the HRC received approvals by the CPC for their request for $15,000 in project design fees and $83,070 for site work, construction, materials such as stones, bronze markers, etc. and site landscaping. It is anticipated that, although not part of the Honor Roll project, the HRC will utilize on-site equipment to grade out an area around the Common flagpole to create a more suitable site for ceremonies. Any funds not used will revert back to the CPA fund.

Community Preservation Act
The HRC applied for funding through the Community Preservation Act. The CPA was established by the State and adopted at Town Meeting in 2001. All real estate transactions conducted since then are assessed a 2% surcharge which is placed into the CPA. Carlisle currently receives an additional 2% from the State and to date has received over $1M. The funds are designed for Town-related projects that would not ordinarily be part of the regular Town budget. A Carlisle Community Preservation Committee (CPC) appointed by the Board of Selectmen, solicits proposals from Town entities for project funding. All CPC-approved projects must then be approved by a majority at Town Meeting. If approved, projects are still required to adhere to all Town By-laws dictating public meetings and approvals by appropriate Town Boards & Commissions.
Next Steps
The HRC will need approval for the use of the CPA funds at the May 5, 2008 Town Meeting. Meanwhile, they have begun the search for appropriate designers to work with the Committee on the design process. The HRC will endeavor to provide plan updates here as they unfold.
